Howie Carr Moves to WMEX

Masslive.com has all the details about Carr who recently left Entercom's WRKO (1510) in Boston. Carr says, "I got a much better deal with WMEX than I did with WKRO. It wasn't even close." Carr is planning to take the show national. Carr's show will be heard 3-7 p.m. Monday through Friday. Carr started at WRKO in 1989 as the host of a weekly program known as The Governors. He started full time as the station's afternoon drive-time host in 1994. WMEX is currently owned by Blackstrap Broadcasting.

Mark Miller Moves To APM

WCKG Chicago Moves Into New Digs

The team at WCKG says it has moved into luxurious new offices with state-of-the-art digital audio and video studios in suburban Chicago. AM 1530 WCKG (The Voice of DuPage County) has moved to Carr Workplaces' Oak Brook Terrace Tower, the tallest building in Illinois outside of Chicago with panoramic views of both the Chicago skyline and the western suburbs. Douglas Moves to Westwood One

Misti Douglas has been named Manager, Country Syndication Affiliate Sales and will develop and manage Westwood One Country radio syndication partnerships for NASH Nights Live with Shawn Parr, Kickin? It with Kix Brooks Overnights, the newly announced NASH Icons, American Country Countdown, Lia, Big Time with Whitney Allen, America?s Opry Weekend, Country Gold with Randy Owen and Country Countdown USA with Lon Helton.

Douglas joins Westwood One from All Access Music Group, where she was Assistant Country Editor. Douglas previously held promotions, programming and on-air positions at radio stations in Nashville, Anchorage, Daytona Beach, Bloomington, and Flagstaff, AZ. She also held marketing positions with NorthStar Studios and Willis Entertainment television and video productio companies and Paige Capo/Paige Musical Products.

Keck Moves To CBS From Entercom

Michael Keck joins CBS Minneapolis as VP/D.O.S. He'll be responsible for sales at heritage news station 830 WCCO-AM, 104.1 Jack FM (KZJK-FM, Adult Hits), and BUZ?N@102.9 (KMNB-FM, Country). Keck will work closely with CBS President of Sales Michael Weiss and report to Minneapolis Market Manager Mick Anselmo.

Keck joins CBS from Entercom Milwaukee where he was Vice President/Market Manager. Keck started his career at WSPY in Plano, IL. His first sales role was with WLS-AM in Chicago. He went on to various Sales Manager and General Manager positions in a number of Midwest markets.

Michael Smerconish Moves To CNN

CNN made the announcement that the SirisXM host will host a Saturday morning show and provide analysis and opinion on CNN programming throughout the week. Smerconish had been working for MSNBC as a contributor and fill-in on Hardball with Chris Matthews. CNN Worldwide President Jeff Zucker said, ?We are thrilled to have Michael join CNN. Hannity Moves To Salem In Chicago

The Sean Hannity affiliate shuffling continues as Cumulus moves Michael Savage into the PM Drive slot on many of its stations. In Chicago, as of Monday, Hannity will move to Salem-owned WIND-AM (560). He was previously heard on WLS in Chicago. WIND-AM is making additional changes to its programming lineup as of Monday, January 6, including an expanded morning show with John Howell and Amy Jacobson.

Bill Bennett's Morning in America returns live to AM 560 in the 5 a.m. hour. Big John and Amy will follow with their Chicago morning show, 6 a.m. to 11 a.m. Dennis Miller will remain 11 a.m. to 2 p.m., but will now be live for three hours. Sean Hannity will be live, aired from 2 p.m. to 5 p.m. Joe Walsh, who was moved into the 5 p.m. hour last summer, will continue with a live and all-Chicago show 5 p.m. to 8 p.m. Michael Medved will air 8 p.m. to 11 p.m., followed by Dennis Prager at 11, and Hugh Hewitt at 2 a.m.

Lieberman Moves to KSCO

Perhaps best known for his blog criticizing San Francisco radio (mostly Cumulus) Rich Lieberman is picking up a shift on Michael Zwerling's KSCO in Santa Cruz. He moves from KOMY (1,000 Watts) to KSCO (10,000 watss) on October 1. His show will air from 2p-4p. Zwerling wrote in a blog post that the station is making several on-air changes, beginning with Zwerling.

Perez Moves To Southwest Florida From Miami

Ruben Perez is moved to the Beasley Southwest Florida cluster. He becomes the Promotions and Non-Traditional Revenue Director for Beasley?s five-radio station cluster in the Fort Myers-Naples market. Ruben comes to Southwest Florida from Beasley?s South Florida cluster, where he was Promotions Director for Miami?s Power 96 WPOW-FM since 2007.

Home Depot Moves Back on Top.

After one week in the number three spot, Media Monitors reports with 37,891 spots run last week, The Home Depot is again radio's number one advertiser. GEICO dropped from the number one spot to number two with 33,438. Rounding out the top five radio advertisers of the week were: AT&T Wireless (28,561), the U.S. Department of Transportation (28,561), and McDonalds (27,321).

Delmarva Makes Management Moves

Delmarva Broadcasting President/CEO Pete Booker announced two promotions in the company?s management structure.WDEL/WSTW GM Michael Reath has been named Vice President. Delmarva Interactive GM Mark Weidel picks up additional duties as he moves into the newly created position of Steinman Communications Director of Digital Media. Delmarva owns and operates 11 stations serving Delaware, Eastern Maryland, and Southern New Jersey.

Reath has held several sales and management positions over his 23-year career. He has served in his current position since 2006. His operational duties and responsibilities will remain primarily in his oversight of the Delmarva Wilmington stations. Reath will now become the immediate successor to Booker in the company?s management succession plan, the position formerly held by now-retired Senior Vice President Cynthia Morgan. Booker said, ?Mike has comprehensive knowledge of our industry, and considerable success and experience with our company. His balance of creativity and business judgment make him the right choice for this important position.?

Mitchem Moves to New York

Clear Channel has announced that Thea Mitchem will move to New York to become Vice President of Programming and oversee programming for Clear Channel New York?s five station cluster (Z100, Power 105.1, KTU, Lite FM and Q104) Also, Bernie Weiss will be the new Vice President of Sales for the cluster.  Mitchem and Weiss will report to Market Manager Joe Puglise. They both start their new jobs on January 1st.

Mitchem will join the New York market from Clear Channel Washington, D.C./Baltimore, where she has served as President and Market Manager for the nine station cluster since May 2011.  She began her career at Infinity Broadcasting?s WPGC-FM in the 1990?s and joined Clear Channel in 2003 as Director of Urban Programming for Philadelphia?s legendary Urban stations WDAS-FM, WUSL-FM and WDAS-AM.  In 2005, Mitchem was promoted to Director of Operations for Clear Channel?s six station cluster in Philadelphia.  In 2008 she transferred to Washington, D.C. as Director of Operations for the markets nine stations and took on a duel role programming WIHT-FM Hot 99.5.  Mitchem was named one of Radio Ink?s Most Influential Women in Radio in 2011 and 2012.

Weiss joined Clear Channel New York in 2004 as an Account Executive for WWPR-FM Power 105.1.  In 2005 he was named Local Sales Manager for WLTW-FM 106.7 Lite FM and in 2008 was promoted to General Sales Manager.   In 2010 he was named General Sales Manager WHTZ-FM Z100, WWPR-FM Power 105.1 and WAXQ-FM Q104.3.  Prior to joining Clear Channel Media and Entertainment, Weiss held various sales positions within Cox Radio and Kronehit, the largest Austrian radio network.

The FCC Moves to Process Translators

The FCC today took a significant step toward processing the remaining 6,000 or so FM translator applications from the 2003 Auction #83 translator window by deciding that no greater than 70 FM translator applications from one applicant may remain pending nationwide, and no greater than three FM translator applications from one applicant may remain pending in any of 156 rated markets.  

This action was a reconsideration of the FCC?s previous decision that limited translator applicants to no greater than 50 pending nationwide, and no more than one pending in any of 156 listed rated markets.
Most of the FCC?s actions today concerned LPFM.  Most notably, we now know that the FCC is aiming for an October 15, 2013 nationwide LPFM window.  This is important for FM translator applicants as the FCC has previously informally indicated that it expects to have most of the pending FM translator applications resolved prior to the opening of an LPFM window so as to free up as much spectrum as possible for LPFM stations.   Thus, if all goes according to the FCC?s expectations, most of the pending Auction #83 applications should be resolved by mid-October 2013.

The FCC in its LPFM actions adopted largely intact its proposals for LPFM 2nd adjacent channel spacing waivers.  The FCC eliminated I.F. spacing for LPFM stations.  Notably, the FCC did not adopt either proposed 250 watt or 50 watt power levels for LPFMs, both which were advocated by LPFM proponents.  The FCC also put a final nail in the coffin of 10 watt LPFMs saying that LP10s were too spectrum inefficient to be considered further.

The resolution of the nationwide and market caps for FM translator applications is a small but essential step toward the FCC?s processing of the remaining 6,000 or so pending FM translator applications.  Unfortunately, the FCC provided few details on the next FM translator processing steps but here is what is expected to occur. 

Sometime in December, it is expected that the FCC will release a public notice giving a deadline for pending translator applicants with multiple applications pending nationwide, or multiple applications in any one of the 156 rated markets, to choose which of the 70 or three respectively of its applications to remain pending.  If an applicant does not choose, the FCC will dismiss applications based upon file number filing order.  For those FM translator applicants that wish to have in excess of 50 applications pending nationwide, or greater than one in one pending in the 156 rated markets, the FCC also adopted new overlap and LPFM availability procedures.     

The FCC?s staff speculates that the mass dismissal procedure in which FM translator applicants choose which applications to keep pending will result in approximately 2,000 of the now pending 6,000 FM translator applications being dismissed.   The dismissal of these FM translator applications will eliminate many mutual-exclusivity conflicts now existing with a number of the remaining pending FM translator applications.  Applications with no mutually-exclusive conflicting applications are called ?singletons? by the FCC?s staff. 

Once this mass dismissal procedure of FM translator applications takes place, the FCC?s staff is expected to release a public notice of the singleton applications giving the opportunity to file a long-form FM translator application with full engineering, and asking for LPFM non-preclusion showings where required.  Assuming that a long-form singleton application is grantable, a grant of an FM translator construction permit is the next step.     

For remaining FM translator applications that are mutually-exclusive with other applications even after the mass dismissal procedure, the FCC will open a settlement window in which either engineering changes may be filed, or agreements between applicants may be reached, to eliminate mutual-exclusivity.  If mutual-exclusivity remains even after such a settlement window, the FCC will then hold an auction between remaining mutually-exclusive applications. 

For AM radio stations seeking FM translators, the take-away from today?s FCC actions is that there are likely to be several thousand FM translators granted that may potentially be used for carriage of an AM stations.  Whether or not these FM translators once granted and if for sale, may be moved to a location to re-broadcast the AM station, is a significant question.  Future transmitter site and channel moves of FM translators greatly depend upon how the FCC acts on the AM revitalization proposal now before it asking for the removal of current regulatory barriers to FM translator moves.  

For FM translator applicants, after almost ten years of waiting it appears that FCC processing of the applications may finally resume.   Ten years ago the FCC had regulatory barriers in place to keep FM translators from re-broadcasting AM and HD2 stations.   With those regulatory barriers being removed, the service that FM translators can provide to the listening public has been greatly expanded by the FCC. 

And for LPFM proponents, today marks the culmination of a long battle and high expectations in a quest to expand the LPFM service.   If nothing else, for the radio broadcasting industry LPFM stations may be end up being a training ground for future broadcasters, just as AM carrier current college radio stations were in past decades the incubator of future broadcasters, broadcast attorneys and FCC Chairmen.

Anne Doyle Moves Up At Research Director

Connoisseur Moves To Assume Debtor's Bid To Buy 10 Nassau Stations, Including WPST

The debtor group that applied to take over 10 NASSAU BROADCASTING stations in NEW JERSEY and PENNSYLVANIA  in bankruptcy has moved in U.S. Bankruptcy Court to assign its right to buy the stations to JEFF WARSHAW's CONNOISSEUR MEDIA.  NB BROADCASTING LLC, headed by DOUGLAS A. PLUSS, made a credit bid (by NASSAU's lenders led by GOLDMAN SACHS) of $38.7 million plus $1,633,890 for administrative costs and assumption of liabilities for the stations, which include Top 40 WPST and Religion WCHR-A/TRENTON; Spanish Sports WNJE-A (ESPN DEPORTES RADIO)/FLEMINGTON, NJ, Classic Hits WODE-F (99.9 THE HAWK)/EASTON, PA; Sports simulcast WEEX-A/EASTON, PA-WTKZ-A/ALLENTOWN, PA (ESPN 1230 AND 1320); Religion WBYN-A (THE LIGHT 1160)/LEHIGHTON, PA; Active Rock WWYY (107 THE BONE)/BELVIDERE, NJ; and Talk WVPO-A and Hot AC WSBG/STROUDSBURG.

"Rather than proceeding to close the section 363 sale transaction," the motion says, "the Agent has spent considerable time and effort over the past several months in an effort to attract a satisfactory purchaser who is willing to take an assignment of the Agent’s successful section 363 bid for such radio broadcast assets. As part of this process, the proposed purchaser (CONNOISSEUR) has requested that it be permitted to enter into a local programming and marketing agreement with the Debtors for the 10 stations which are the subject of the transaction and pending regulatory approval of the underlying sale – and, hopefully, approval – of the transfer and assignment of the licenses and a section 363 sale closing."

CONNOISSEUR has proposed an LMA before closing, paying $200,000 for each of the first two months, $100,000 for each of the third and fourth months, and $500,000 per month after that until closing or termination.  The licensee will have the option to program 6-8a SUNDAY mornings.

Messer Moves Up At Bobby Bones Show

Alayna Messer is upped to executive producer at Premiere Radio Networks' Bobby Bones Show, where she began as an intern in 2005. Messer was most recently network producer of the nationally syndicated morning show.

Crossno Moves to Arkansas

Cumulus Memphis Radio Group GSM Chuck Crossno exits the four station cluster this week to take over as Director of Sales for East Arkansas Broadcasters. Crossno served as GSM with the Memphis Radio Group for the past year and a half, following a similar posting with the Clear Channel Memphis cluster.

Crossno has a thirty-plus year career in radio and television management, stretching back to his first on-air slot as a sixteen year old on KBTN-AM in Neosho, Missouri. He?s no stranger to Arkansas, having served as manager of the Arkansas Radio Network, and the NBC-TV affiliate in Fayetteville in the past. East Arkansas Broadcasters owns and operates stations in Jonesboro, Pocahontas, Wynne, Stuttgart, Dumas, DeWitt, Brinkley, Walnut Ridge, and West Memphis, all in Arkansas. Crossno will be based in the Jonesboro cluster.
