FTC Looking At Spectrum Tax, Ad Tax To 'Reinvent Journalism'

A Federal Trade Commission "discussion draft" in its project on the "reinvention of journalism" includes a proposed tax on broadcast spectrum as a tradeoff for an end to the public-interest obligation, as well as a 2 percent sales tax on broadcast advertising. The revenue would pay for various proposals to support journalism, largely the newspaper industry. The FTC emphasizes, however, that the draft doesn't represent its conclusions or recommendations, but "is solely for the purposes of discussion."

GAO Considers Possible Royalty Effects

The Government Accountability Office has produced a preliminary report on the potential effects of the Performance Rights Act on the recording and radio industries, citing "broadcast-industry stakeholders" who say stations may "make adjustments, such as reducing staff levels, switching to a non-music format, and ceasing operations" if a performance royalty is imposed. Flat-rate royalties would add up to about $18.7 million, says the GAO, but the amount to be paid by stations that don't qualify for flat rates can't be determined.
