A federal appeals court has upheld a federal ban on paid commercial, political, and issue advertising on public radio and TV stations. The Monday ruling overturned a lower panel?s decision that would have permitted paid political and issue advertising. It surely would have brought in millions of dollars to public broadcasters and, perhaps, siphoned some money away from commercial stations.
In the ruling, Judge Margaret McKeown wrote, ?Congress recognized that advertising would change the character of public broadcast programming and undermine the intended distinction between commercial and noncommercial broadcasting."
