The City of Baltimore has a budget shortfall of about $30 million. So, in order to generate additional revenue, it's instituting a new tax on billboards. Clear Channel already pays $600,000 in property taxes to the City and the company claims the billboards are shielded from this new form of taxation by the First Amendment?s provisions protecting free speech. Clear Channel offered the City over $1 Million in free advertising but they turned that offer down. Read more in this story at Media Daily.
