WLSW owner Stanley Wall fails to maintain the file and the commission slaps the big fine on the Scottsdale, PA operator. In response to a 2010 inspection Wall told the FCC some of the files were removed and he committed to replacing the files and putting together new files for the items he did not have copies of. The FCC returned for a follow-up inspection early this year and found the station was still missing 17 quarters. Wall told the commission the files were moved to storage and claimed that some of the files were damaged when a roof collapsed at the storage area. The commission didn't buy any of the explanations and hits Wall with a $15,000 fine.
