This dates back a year ago when Gabriel Garcia was flagged for operating unlicensed stations on several frequencies in San Jose. Garcia did not respond to the commission's Notice of Apparent Liability and yesterday the commission affirmed the fine of $25,000. Garcia has 30 days to pay the fine.
